During this opening surge, expect one to three weeks. Every application receives human review before a company enters this controlled environment, and that is deliberate.

No cap. Every company that clears screening is admitted, and the door stays open permanently. That said, members are in place before solicitations post, so joining early costs nothing and waiting has no advantage.

Apply as the legal entity that would hold an award. If two entities in your family would each compete in their own right, each applies. A holding company can apply where it is the entity that would contract and perform.

Yes, provide a primary point of contact on the application, and additional users from your company can be added.

Membership is free, non-exclusive, and carries no obligation to bid. The consortium agreement will be available on the public site.

No. Screening verifies that your company is real, lawful, and truthfully described. A DBA is fine; just apply under your legal entity name and note the DBA.

SOCOM has confirmed that foreign companies are not eligible at this phase. For U.S.-registered entities with foreign ownership, including FOCI situations and allied-nation parents, we are confirming the policy with SOCOM now. Apply, answer the ownership questions completely and truthfully, and our screening team will engage with you directly if the policy changes. Answering “no” to the foreign ownership question will not prevent you from completing your application.

Yes. A U.S.-registered parent is eligible to apply. Ownership review looks at who controls you, not who you own. Where a specific effort involves your foreign subsidiaries in performance, requirements attach per solicitation.

Membership and product origin are two different questions. A U.S.-registered company can join. Whether a specific foreign-origin technology can be offered on a specific solicitation depends on the requirements that ship with that solicitation, including origin and export-control terms. Tell us what you represent and we will help you understand where it can and cannot compete.

Awards are Other Transaction agreements under 10 U.S.C. 4022, not FAR contracts. FAR and DFARS clause sets do not attach by default; specific requirements, including any cybersecurity requirements, ride with individual solicitations. CMMC L2 self attestation is required if a company is to work with CUI data.

We will publish a plain-language guide to award mechanics, including how you invoice and how past performance is credited, before the first solicitation closes. Some solicitations will operate with GovSignals being the prime and the awardee being a subcontractor to GovSignals and invoice accordingly. Other solicitations could be new OT structures, but that is decided by SOCOM.

Structures are set per solicitation by SOCOM. There is no SBIR-style phase system. Expect bounded, milestone-based efforts rather than giant multi-year awards, with payment terms in each agreement. Budget and period-of-performance information will accompany solicitations where SOCOM elects to share it.

The SOF RACER Team facilitates the negotiation of the project agreement; SOCOM makes every decision that matters. You will not be left to guess who to talk to: once selected, you get a named point of contact and a defined process.

Awards require funded requirements, so fiscal-year rhythms exist here as everywhere in government. On sole source: the model is competition. The exception is by design, not by favor. A successfully completed prototype can move to production under 10 U.S.C. 4022(f) without a new competition. Awards will be made competitively to the maximum degree practicable.

No facility clearance, no personnel clearances, and no CMMC certification are required to join. Where a specific solicitation involves CUI or classified work, its requirements come with it, and many efforts will run fully unclassified. If an awarded effort requires cleared access you do not have, teaming is the usual answer. CMMC L2 self attestation is not required to join SOF RACER. If a company is to work with CUI data, the CMMC L2 self attestation is required in SPRS.

Submissions live inside a FedRAMP High and Impact Level 5 authorized environment. They are visible to Government evaluators and the program roles that need them, never to other members. Your proposal content is treated as proprietary; you do not need to file patents or sign NDAs to submit.

Member screening covers the company; technical vetting of specific devices and software happens at the solicitation and award level, where the sponsoring customer defines what applies. Platform authorization does not automatically transfer to a deployed capability; authorization paths for fielded solutions are defined per effort by the sponsoring organization.

Consortium solicitations post to members on the platform, and notifications go to you based on the areas of interest you select, in-platform and by email. You will not need to camp on another portal: if something fits your selections, it finds your inbox. SOCOM will continue to post requirements that are not designated for SOF RACER through SAM.gov.

Select as many areas as genuinely fit; there is no penalty either way, and you can update your selections at any time. Selections drive notifications, not eligibility: every member can see and respond to every solicitation.

Yes, expanded descriptions of each area are coming to the portal. For now, pick the AOIs you genuinely believe you fit with; you can always change them later as we share more information. The expanded descriptions will use the descriptions from the original RFP.

Yes. Selection criteria are set by SOCOM, unique to each solicitation, and released with it, so you never have to guess. Response windows are set per solicitation, but expect them to be less than two weeks.

Not at this time. SOF RACER runs problems-first: SOCOM needs come to you, and you decide what fits. Tag your areas of interest well and your capability information reaches us in the way that actually gets used. At a later date, we may ask for existing capability statements or white papers in order to facilitate teaming or provide awareness to SOCOM about the consortium. Stay tuned. OT competitions are not set-aside driven the way FAR procurements are, and there are no separate small and large segments.

No. Every compliant member submission goes to the Government evaluators. The 3-to-5 figure is an aspiration, not a gate between you and the evaluators. The goal is 3 to 5 credible competitors, but it is not a limitation.

It varies by solicitation: some will want fieldable-now, others promising prototypes, and the range will be stated in each. There is no program-wide TRL floor or ceiling. What wins at any maturity level is honesty about what works today and what needs development.

Yes to all four. If a solicitation describes a problem you can help solve, respond, including when you are one piece of the answer. Innovative software that needs someone else’s hardware, a services approach, a founders-only team, or a university capability are all valid entries, and teaming introductions are part of the service. Universities and research institutions should apply as the entity that would hold an award. The target membership is entities that are able to receive an award. Universities and research institutions generally qualify as non-traditional entities.

The submitting company must be a member.

The intent is for you to learn something, and SOCOM will provide feedback whenever they can, but that is subject to mission tempo and resource constraints.

Every competition starts fresh: no incumbency, no preference, and no reapplication either, since membership persists. There is no program-wide cap on concurrent awards; your capacity to perform is evaluated per solicitation.

Questions during a live solicitation route through the platform and answers go to all members at once. To keep this fair, we cannot offer private, pre-submission access to evaluators or end users, though you can pursue that on your own. Problem statements are built from beneficiary input so the voice of the user is already in the document. On using AI: it’s not a disqualifier, just like other drafting tools are not disqualifying. But keep in mind that human evaluators will judge the substance and evidence of your solution, and thin content reads thin no matter who or what wrote it.

SOF RACER a contracting fast lane, the piece of the ecosystem that turns a requirement into a competed award in weeks. Vulcan, SOFWERX, and eSOF continue in their roles. SOF RACER provides a separate execution and award path for competed requirements.

SOF RACER is not a phased program and is not connected to SBIR mechanics. There is no Phase 1/2/3 structure, no SBIR-style cost tiers. SBIR history neither helps nor hurts you here. If your prototype never found a Phase III home, this vehicle offers an independent path. Compete on a solicitation and success can carry to production under 4022(f).

SOF RACER solicitations are competed among SOF RACER members. Whether SOCOM also pursues a requirement through other channels is always the Government’s call.

Yes. Post-award support toward fielding is part of the design, from execution questions through the production path.

Every problem statement is approved by the SOCOM problem owner before it posts, and it is the requirement for competition purposes. There is no second, hidden document.

Under a formal OCI policy integrated with GovSignals: the people who screen members and facilitate competitions are firewalled from anyone providing company-specific commercial support, initial and ongoing disclosures are required from everyone supporting SOF RACER, and no commercial relationship with either operator confers any advantage in any competition. The Government selects every winner.
